Startup Estonia mapped startup ecosystems across 13 Estonian counties

Estonia’s startup ecosystem extends far beyond Tallinn and Tartu. To highlight regional opportunities and strengthen collaboration within local entrepreneurial communities, Startup Estonia and Moowyn275 OÜ conducted a mapping of Estonia’s regional startup ecosystems between March and September 2026. The resulting publication covers 13 counties outside Harju and Tartu counties, bringing together information on local support organisations, incubators, accelerators, entrepreneurship programmes, and other initiatives supporting entrepreneurial development.

The mapping aims to increase the visibility of regional startup ecosystems and make local opportunities easier to discover. It serves as a practical resource for aspiring and established entrepreneurs, as well as young people, looking for support services, programmes, and potential partners. At the same time, it provides local governments, development organisations, and ecosystem builders with valuable insights to strengthen collaboration, identify opportunities, and support the growth of regional entrepreneurial communities.

The publication is publicly available, free to access, and everyone is welcome to use and share it.
As startup ecosystems continue to evolve, Startup Estonia plans to update the overview approximately once a year.
If your organisation, programme, or initiative is missing, or if you notice information that needs updating, we encourage you to get in touch at [email protected] or [email protected].
